The Kimberley Process: Revolutionizing the way the world purchases diamonds | CHURINGA Diamond

Public outcry about diamond-fueled violence led to the establishment of the Kimberley Process (KP) in 2013. The Kimberley Process is an international diamond certification program. Fifty-four participants from 81 countries participate in the KP, including civilian and industry observers. In the U.S., the State Department coordinates its implementation pursuant to the Clean Diamond Trade Act of 2003.

What is the Kimberley Process?

The KP is a global initiative that aims to increase transparency and control in the diamond industry. Its stated purpose is to eliminate trade in what are known as conflict diamonds – rough diamonds sold by rebel groups or people who support them. The monies received from conflict diamond sales are typically used to fund conflicts against legitimate governments. The KP controls the rough diamond trade between participating countries through the implementation of a scheme that makes trade more secure and transparent. The process also prohibits trade with non-KP participants.

Who is Involved?

Any country that is willing and able to implement the requirements of the KP is welcome to join. International diamond industry representatives such as the World Diamond Council, and civil organizations like Partnership-Africa Canada, also join in and play major roles. There are currently 54 participants in the KP program who represent 81 countries; making up to approximately 99.8% of the global production of rough diamonds.

How Does It Work?

To prevent conflict diamonds from entering the legitimate trade, the KP Certification Scheme lays down strict minimum requirements for members. In addition to meeting these requirements, members must enact:

  • National legislation and institutions.
  • Export and import controls.
  • Policies that commit to transparency.
  • Policies that commit to the exchange of statistical data.

Member participants may only legally trade with other participants who have met the same requirements. In addition to being shipped in sealed containers, all international shipments of rough diamonds must include a KP certificate that guarantees the diamonds are conflict-free.

Who Oversees It?

The KP is chaired on a rotating basis by all participating countries. In 2016 the United Arab Emirates chaired, and in 2017 Australia takes over the duties. The United States chaired in 2012. The group meets twice a year for intersession and plenary meetings, and sub-groups and committees meet on a more regular basis. Compliance is monitored via review visits and annual reports.
